G15 landlord recruits governance specialist to drive regulatory turnaround

A2Dominion has appointed an interim governance and compliance director to tackle its regulatory issues, as the previous permanent incumbent left after seven months.

A2Dominion has appointed an interim governance and compliance director to tackle its regulatory issues, as the previous permanent incumbent left after seven months #UKhousing

Hilary Milne, who has previously worked for Rochdale Boroughwide Housing, has joined the 38,000-home group on a 12-month fixed-term contract. 

 

She is a replacement for Anna Keast, who was appointed by A2Dominion in March this year as its director of governance and compliance. However she has returned to Local Space, where she worked before joining A2Dominion. 

 

An A2Dominion spokesperson told Social Housing that the governance role has been expanded, with Ms Milne’s recruitment, to include the “overall co-ordination of our voluntary undertaking improvement plan to help us get back to a compliant grading”.

In January the G15 landlord was downgraded to a non-compliant G3 grade for governance. At the time, the regulator said the landlord’s board had “not adequately managed its financial position in a timely manner nor with the rigour expected”.

 

Ms Milne has experience helping troubled landlords. Last year she worked on an interim basis for Rochdale Boroughwide Housing, which owned the flat where two-year-old Awaab Ishak died from mould exposure. 

 

She also spent four years at another London landlord, One Housing, which was hit by consecutive annual deficits before being merged into national giant Riverside.

 

Ms Milne will join a number of relatively new faces at A2Dominion. The group recruited a finance transformation director last month, while former Sovereign finance boss Tracey Barnes joined late last year. A chief customer officer was also appointed around the same time, as part of an executive shake-up. 

And in an unusual move, Paul Fiddaman, the current chief executive of 33,000-home Karbon Homes, and Emma Palmer, the boss of Essex landlord Eastlight Community Homes, joined A2Dominion’s board in May.

 

A year ago, A2Dominion reported a £12.8m deficit for its 2022-23 financial year. However it is yet to publish accounts for the year ending March 2024.

 

Ms Milne said: “I am delighted to be joining A2Dominion and to be able to support the board, the executive directors and colleagues on the journey back to regulatory compliance. 

 

“Embedding good governance, regulatory compliance and risk management are central to A2Dominion’s success.”

 

Ms Barnes said she was looking forward to working with Ms Milne to “implement our improvement plans to deliver better results for the group”.

 

In July, A2Dominion revealed that it was cutting the size of its development team by about half, with around 35 redundancies, to focus on improving its current homes.
