Homes England pumps £29m into 1,500-home garden village scheme

Homes England has agreed to invest £29m in a major brownfield regeneration project on Merseyside.

This week, the agency announced it was providing the funds for the proposed Hind Street Urban Garden Village in Birkenhead. 

 

It follows a £22m commitment from the Liverpool City Region Combined Authority to the scheme, which was agreed last month. 

 

Plans for the multi-phase project include more than 1,500 homes, a new park and 600,000 sq ft of commercial space across 65 acres of brownfield land.

Developer Ion submitted a planning application for the scheme to Wirral Council in summer 2023.

 

Subject to approval, work is expected to start on site in 2025 and complete in 2027.

 

Homes England said the latest investment will fund infrastructure works and deliver the first 633 homes.

 

Peter Denton, chief executive of Homes England, said the Liverpool city region was an area with “huge potential for growth”.

He added that the £29m funding was “further evidence of our support for the region and aligns with our mission to work together with the mayor and his team to develop a pipeline of housing and regeneration development”.

 

Steve Rotheram, mayor of the Liverpool City Region, said the investment was a “significant milestone” for the project which will “serve as a blueprint” for this type of regeneration across the area.

 

The investment in the scheme follows the establishment of a Strategic Place Partnership (SPP) between Homes England and the Liverpool City Region Combined Authority.

 

Homes England developed the SPP model to help local leaders and organisations work together to deliver more affordable homes.

 

Homes England has already singed SPPs with the combined authorities of Manchester, the West Midlands and West Yorkshire, as well as the Association of South Essex Local Authorities.
