The pressures mounting on local authorities to tackle homelessness across England have been laid bare after exclusive analysis by Social Housing showed major rises in temporary accommodation levels over a four-year period as ‘no-fault’ evictions increased and homelessness budgets rocketed.

 

Figures showed that the total number of households in temporary accommodation has risen by nearly a third over the past four years, to 104,510 – with a significant rise in temporary accommodation levels outside the capital of 57 per cent.

 

At the same time, Section 21 no-fault evictions increased by nearly 30 per cent, while homelessness budgets across individual local authorities saw huge rises.

Social Housing has analysed statutory homelessness datasets released by the Department for Levelling Up, Housing and Communities (DLUHC) for the three-month period of January to March in each of the four years up to and including 2023. The reason being this is the most recent data available (with the full year for 2023 not yet released), and the oldest data available since the introduction of the Homelessness Reduction Act 2017, which came into force in April 2018.

 

Data before the Homelessness Reduction Act is not comparable with recent datasets because the legislation changed the way local authorities were required to help people facing homelessness. Namely, the act included two new duties for local authorities: to prevent people from becoming homeless if they were at risk of losing accommodation in 56 days, and to provide ‘relief’ to those who were already homeless.

 

Before this, local authorities were able to turn people away from receiving support if they were not deemed a ‘priority’, a category reserved largely for families with children.

The total number of households in temporary accommodation located in a local authority district outside their home area was up 33 per cent overall to 29,940 from 22,440 between 31 March 2023 and January to March 2019. Temporary accommodation refers to homeless applicants provided with some form of short-term housing during the application process, who are waiting for long-term housing. With a shortage of housing stock, this can include hostels, B&Bs and hotels.

 

In its 2023 UK Housing Review, which analyses homelessness across Great Britain, the Chartered Institute of Housing (CIH) said the quality of temporary accommodation was “markedly different” across each country in Great Britain, with temporary accommodation placements in B&Bs in England “soaring” over the past decade, with a “four-fold increase”.

 

“In another concerning trend,” it said, “levels of temporary accommodation placements involving families with children are running at around 50 per cent higher in England than the equivalent figure for Scotland, while Wales has the lowest rate of all GB countries.”

 

 

 

Explaining the rise in temporary accommodation further, John Perry, policy director at the CIH, tells Social Housing: “There is so much need for temporary accommodation for people who are in priority need. Those authorities who were initially able to deal with a lot of the issues by advising people are now finding they’re having to accommodate them. At the same time, there isn’t sufficient social rented stock, which has led to this massive growth in temporary accommodation in the private sector.” 

 

Looking at the overall picture of homelessness across the country, the data showed that the total number of people assessed for homelessness was up by nearly nine per cent to 83,240, compared with 76,520 for the same period in 2019. Of those, 79,840 were found to be owed a prevention or relief duty under the Homelessness Reduction Act 2017 (up nearly 11 per cent).

 

The data tracked the number of people who were made homeless because of assured shorthold tenancies (ASTs) coming to an end and then, of those people, the number who were made homeless because of the end of an AST where the landlord wished to sell or relet the property.

 

The number of people made homeless because of the end of an AST was up by a third to 20,060 (compared with 15,080). Of those, 11,140 were made homeless because of a landlord wishing to sell or relet the property, which had risen by nearly 60 per cent.

In response to the rise, Darren Rodwell, housing spokesperson at the Local Government Association, called for the Local Housing Allowance to be “urgently reviewed” to stem the flow of people falling into homelessness.

 

He says: “The reasons why people become homeless are complex and we need to prevent people from reaching crisis point in the first place, while providing tailored support for those who are already homeless.

 

“To reduce the numbers presenting as homeless and placed in temporary accommodation, Local Housing Allowance rates should also be urgently reviewed to ensure that at least a third of the market is affordable for people claiming housing-related benefits.”

 

He added that councils’ homelessness services also needed to be “adequately resourced” and that the government should develop a cross-departmental homelessness prevention strategy.

 

“There is also potential for some councils to review their own estates and convert commercial properties into homes, if planned properly and via the planning application process. As per our six-point plan, councils also need to be given the powers and resources to build 100,000 social homes a year to address the national shortage of affordable housing.”

 

There was a fall of just 6.3 per cent in the number of people who were found accommodation for six months or more under a prevention duty – to 17,150 – but a rise of 23 per cent in those accommodated through the relief duty – to 16,070.

Regional differences

 

Social Housing has analysed the homelessness statistics by region to assess which areas in England are seeing big rises in temporary accommodation as well as Section 21 levels and overall homelessness assessments.

 

The biggest percentage rise in temporary accommodation levels was seen across the North East, which recorded a 300 per cent increase from 200 to 800. This was followed by Yorkshire and the Humber, which was up 171 per cent from 960 to 2,600, and the North West, which was up 97 per cent from 3,480 to 6,870.

 

London had a more modest increase of six per cent – although, overall, it had the highest levels of temporary accommodation at 60,040. This was followed by the South East, with 12,320 households in TA (up from 8,870).

 

The largest regional percentage rises for temporary accommodation located in a local authority area different to their home district came from outside the capital (England, excluding London, was up 148 per cent).

 

The North West saw the biggest rise in temporary accommodation in a local authority area different to people’s home district, which was up 724 per cent (170 to 1,400), followed by the North East, where it was up 600 per cent (from 10 to 70), and Yorkshire and the Humber, where it rose 300 per cent (40 to 160). The South East saw a 184 per cent rise from 980 to 2,780. But as with general temporary accommodation levels, London had the highest overall stats here with 24,120 in total (up 20 per cent on 2019).

 

For no-fault evictions, the North East had the highest increase with a 93 per cent rise to 290 (from 150). The North West followed with a 75 per cent climb to 1,090 and then London with a near 50 per cent rise to 1,190.

 

Rises in the total number of people assessed for homelessness was highest in the West Midlands (up 21 per cent), followed by the North West (20 per cent) and the South East (11 per cent).

Individual local authorities

 

Homelessness trends in individual local authorities have also been assessed to gauge the top rises and falls in assessments, Section 21 evictions and temporary accommodation levels – although it is worth noting that some local authority data was missing or incomplete, meaning that in some instances we have been unable to compare local authorities with their peers.

 

Enfield and Manchester were the only two local authorities to feature in the top 10 lists for highest increases (by number) in people assessed for homelessness, as well as people found to need prevention or relief duty, people made homelessness due to the end of an AST and, of those, people made homelessness due to the end of an AST where a landlord wished to sell or relet.

 

An Enfield Council spokesperson acknowledged the homelessness challenge, which they say has worsened because of macroeconomic factors. “Boroughs like Enfield are being disproportionately affected by the latest turbulence in the economy because we are more reliant on the private rented sector and landlords are leaving the market due to rising interest rates,” they say.

 

“The government has failed to develop a plan for housebuilding across the country and despite high numbers of affordable houses being delivered across London by councils, demand is outstripping supply. In Enfield and elsewhere in London, Local Housing Allowance does not cover average rents and the government is failing to act. As a result, there are simply not enough appropriate and affordable properties available locally, meaning we are having to place increasing numbers of homeless households in hotels.”

 

On temporary accommodation, they added: “Temporary accommodation is an important safety net for emergencies, but it is not a long-term solution. Therefore, we have no alternative but to follow the approach of many other local authorities and help find homeless households decent, stable homes in affordable areas outside of London. We will assist people to move with practical solutions. Our lobbying of the government to urgently address the rental and housing crises will continue.”

Manchester City Council did not respond to requests for comment but in its homelessness strategy for 2018 to 2023 it noted the rise and said it was working to address the inequalities that lead to homelessness to “create equitable access to skills, education, employment and health, alongside housing”.

 

Wandsworth Council had the highest increase in the number of households in temporary accommodation, recording a rise of 1,286 to 3,213. Aydin Dikerdem, cabinet member for housing at the council, discussed the reasons behind the rise, before explaining that Labour recently took control of the council in May 2022.

 

“In Wandsworth in particular, there has been a real failure of social housing delivery even through Section 106 negotiations,” he says.

 

“We crunched the numbers from the last decade when we were in opposition, which showed that a net total of 16,671 of market housing was built, but less than five per cent was social tenure. [Instead] they built loads of shared ownership, so there was a failure to squeeze the private sector.

 

“The number was almost exactly the amount we would have required for our temporary accommodation needs. If the current administration’s policies had been in place in the last decade, there would be around 3,000 more social homes.”

 

Mr Dikerdem says that cuts to the council’s homelessness prevention officers in 2013 during austerity was another big issue. “When we took over the council, they [the homelessness prevention officers] had the highest caseloads in the entire country,” he says.

 

“We had homelessness prevention officers that had cases of around 80 to 100, which is completely unmanageable. The staff turnover was massive, staff were exhausted, they had massive caseloads, the supply wasn’t coming on and the [Conservatives] were just not engaging with what was happening in the borough.”

 

In response to this, within the first six weeks in power, Mr Dikerdem says the new council hired 24 more prevention staff and started a council housebuilding programme of 1,000 homes, which will use council-owned land and be completely funded through borrowing via the Housing Revenue Account rather than using cross-subsidy.

 

Cornwall Council was another local authority in the top 10 list for rises in temporary accommodation levels, with an increase of 523 households to 755. The only other South West council in the top 10 list was Bristol. Cornwall also saw a 29 per cent increase in Section 21 evictions to 81.

 

Olly Monk, cabinet member for housing and planning at Cornwall Council, says that unique to the borough is the “exodus” of buy-to-let landlords moving out of the private rented sector (due to increased taxation and regulation around energy efficiency) in favour of the holiday let market such as Airbnb, which has led to a rise in those needing emergency temporary accommodation.

 

At the same time, as with other boroughs, Cornwall has a lack of supply of social housing, which Mr Monk says it is working to plug. “The council understands it needs to increase the amount of social housing across Cornwall and has done initiatives like buying 130 homes from West Carclaze Garden Village, 55 homes in Padstow, 37 homes in Hay Common in Launceston – so we’ve been working carefully with developers to buy as many properties from them as we can.”

 

He said the main challenge around this was a typical three-year development gap before the homes were complete, so the council was investing in things like modular housing. This is still classed as TA but enables residents to remain close to their chosen area, he said.

 

At the other end of the table, local authorities that saw declines in temporary accommodation included Waltham Forest, which was down 1,308 to 877, and Haringey, which was down 441 to 2,492. Both councils have been contacted for comment.

Homelessness budgets

 

Elsewhere, Social Housing compared homelessness budgets from local authorities’ general funds between 2022 and 2023, and – where individual budgets have been submitted – 2024.

 

Liverpool City Region had the biggest percentage rise in budget from £110,000 to £3m (up 2,641 per cent). This rose again for 2024 to £4.2m. Liverpool did not respond for requests for comment but is one of three councils in England piloting Housing First, a DLUHC-funded programme designed to provide targeted support to reduce homelessness.

 

It was followed by Dacorum and Eastleigh, which had budget increases of 771 per cent and 744 per cent respectively.

 

General commentary on homelessness budgets from those spoken to for this report highlighted the pressures on local authorities’ general funds.

 

Mr Perry says: “There will be pressures on local authorities to shift costs into the Housing Revenue Account where they can legally do so because of the intense pressures on the general fund. Most councils are having to squeeze down their funding on homelessness and other housing services that are paid for from the general fund – and homelessness is a big cost so it is likely to be targeted despite the pressing needs.”

 

These pressures were most recently brought to light following Birmingham’s announcement that it would be making cuts to its housing budget after it issued a Section 114 notice.

 

At a meeting of the council’s Homes Overview and Scrutiny Committee, Paul Langford, interim strategic director of city housing, said that Birmingham would need to cut 28 per cent from its general fund housing budget. The relevant budget was around £25m, with £5m to £5.5m of savings identified so far.

 

Giving further details on the cuts, he tells Social Housing that the £5m to £5.5m included savings identified through “a directorate restructure and a pause in the introduction of services due to be brought in as part of the Temporary Accommodation Strategy for 2023-24”.

 

He added: “Included in those savings is a financial surplus from Shelforce, our windows and doors manufacturer, as well as income generated through rents and service charges. Reducing homelessness is a key priority for Birmingham City Council, and so we are carefully balancing the requirement placed on us to address the council’s financial situation alongside the need to protect those who are vulnerable and in need.

 

“Wherever possible, savings identified have tried to avoid a loss of service capacity, to protect the current provision, and plan carefully for where to invest in future opportunities. The situation in Birmingham is challenging; we have seen a significant rise in the demand for temporary accommodation. However, the council’s statutory homelessness services have been redesigned to focus more on prevention, and our ability to secure alternative accommodation has also improved.”
